Couldn’t agree more! I do not think I’d be in the role I am today if I did not follow up after my initial interview. It shows that you actually care, are interested and willing to take the initiative.
Regarding approach, I don’t think I’ve ever over though it.. I just assumed it would be the best thing to do and the worst they would say is no.
To anyone reading this in the same boat, do not be afraid to follow up! It could be the difference between you getting the role if seeking, and closing the job if recruiting.

I follow-up once within 3 or 4 days of the interview, and that's it. Anything more I have zero success rate in hearing back from.

I would nomally give them a week. Sometimes, recruiters have to wait for the manager for feedback and/or their interviewing others. It’s a long process, for some companies. It depends on what management wants to do and the recruiter to guide them and make sure candidates have a good experience. After doing this for 10+ years, I still see some interesting things.
