Food for thought: Sometimes the best raise you can get is a new job.
Asking for a promised raise twice in 6 months isn't pushy; if anything, it makes you a push over. I would just bluntly bring it up again.
Have a third persone in the conversation or do it via email so that you have it in writing. Have HR involvement.
Start looking tbh. Your manger is either not conveying the message more higher up or they just don’t care. Sorry been there way too many times. Did not have option and had to just suck it up, if you do, do yourself a favor and look.

You don't. You find a new job immediately. I had a boss who did my review and I was at 97% there were just a few times I was late... he said he'll talk to the main boss to ask about a raise. He came back and said they really couldn't afford it at the moment... 2 months later, they hired 3 new engineers at a salary of over 100k and threw a convention that had to be in the 100s of thousands of dollars. I asked for 2 dollars more an hour...... I left the next day and haven't been happier.
Just bring it up. Ask what the delay is. Is it something with approvals? Finance? Ask them for a timeline.
One for an initial ask and one reminder. If he doesn’t give it then just leave.
This doesn’t sound like a good manager—I’m sorry. I wouldn’t worry about sounding pushy, so I’d ask again. If you don’t get a response after following up, can you escalate it to your manager’s manager?
I would just ask kindly, " since its been ___ weeks without seeing my check increased, will you start that effective the first day you approved it, and do the difference in a seperate check this week, and make sure its added to my regular pay, going forward today please? I need to have that started asap.
If a son should ask his father for bread and their is none forthcoming, has not the father answered ? In other words, your manager was most likely just trying to placate you with false promises. Just stringing you along. There are a lot of evil people out there !
In my years, being a recipient and a giver of such messages, i align to not provide such promises as it gives many the anxiety of this coming. Instead i would always share that i would bring it up for discussion with my bosses. Fact is that organization might initially catered the budget for raises but because of some hiccups along the way, increments/promotions does not come in time and to the expected value.
By finding a Company to go to, that will appreciate your hardwork and dedication. If a CEO tells me, that they are going to challenge me on some ideas they have for the Company, and they need the research and to know which plan will work out best, for the Company AND Employeess, and they need a years worth of work on it, 12 consecutive month. You better believe I'm going to bust my hump for the next year, showing them what they want. We shouldnt have to scrounge around looking for something to do on an every day basis. I love challenges, but when it comes to my position, that's my baby, and I protect it. I show them I'm a keeper. I'll take care of them no doubt, but they best take care of me as well.
I will go to him 1 last time AND advise him that you are keeping track of when and how often he made those FALSE promises!Also make it clear that you're aware of the fact that you can & will go to his boss if necessary! Then make sure that he understands that you also make the him aware that you ALSO KNOW the repercussions of him creating a hostile working environment for you to work in! THAT WILL CERTAINLY GET HIS ATTENTION, IF NOTHING ELSE ‼️ Be blessed in whatever you decide to do❗

I’d say he snoozed and loozed. I’d look for work somewhere else that values their employees and pays them what they’re worth. They have made money on the last 6 months of your patience, and didn’t pay you 1 cent extra. You don’t have more money. You feel less secure in your job because of no raise and getting blown off for such a long time. Worries such as these take a toll. You shouldn’t have to ask. It probably took all the courage you could muster to actually ask that uncomfortable question to your employer for more money. It is quite demeaning; yet, if you don’t advocate for yourself, who else will?

Have you asked for a date as to when you should expect to discuss it and expect to see it in your pay. Get a date.
Unfortunately given the current job climate, employers hold all the cards, PERIOD!!
I think anybody that has a job should count themselves fortunate!
It sucks, but that is the way it is right now. managers are not friends!
