You just have to get better at shutting people down. If you're on the phone and the person wants to keep talking, just be firm and tell them you've got another call you have to take. If you're dealing with someone in person it can be trickier, but just let them know they've gotten the answer they're going to get and it's no. Don't worry about it, salespeople get shut down all the time, it's part of their job.
I won't lie, I generally walk away if I am in an environment to walk away from them. I generally put my headphones in when I go to Sam's club because I don't want the sales people stopping me. I don't like pushy sales people either.
I work at a very small company and I have to answer the phone most of them time. On average, 99% of the calls coming in are either robo calls or salespeople cold calling. Most of the time I say the person isn’t available. In the case of super pushy people (we have one guy right now calling 4-5 times a day asking to speak to the president/ceo, which is never going to happen!), if after 3-4 calls they don’t get the hint, I tell them the truth…that the person they want to talk to isn’t going to take their call. Most people thank me for being honest. I’ve only had one bad reaction where they accused me of playing a game and were rude. But the calls usually stop for about 6 months until whatever list they are using is sold to another company and then we do it all over again.

If it's work related and I'm getting the info for my exec, I ask that they email me the information and if my exec is interested in speaking with them they will contact them. If I know my exec isn't interested because of constant contact I just put it all out there. They also don't want to waste their time and polite deflection sometimes leaves the door open to continue.
