I got the feeling that after the final round, the recruiter tells the candidate they want to extend the offer to right away and the other candidate is kept in the dark. And it is not until the candidate they want accepts or rejects, that they have a final answer, that they go back to the 2nd choice candidate and tell them if its a no/yes. This was just my two-sense, feel free to validate or reject
