I don't really get what the problem is here. If the person is cordial and engages with people, it sounds like they've cleared the bar. I mean, it's a job, we all want to work with people who are personable and aren't lone wolves. Having said that, they don't have to be effusive at it. I'd be content to work with someone who was friendly enough for work, and I'd not give it a second thought.

I guess they're barely cordial... they can sometimes be a little abrasive even with work tasks. I see where you're coming from though, maybe I can be more patient.
They probably don’t particularly enjoy being around the team, and that may not change.
If they are being professional it’s ok.
Focus on work, are they collaborating, being a team player? If not you could encourage those skills.

Fair points and great advice, I think some team player talks would go a long way.
I don’t see a problem here. I think this might be a “you” problem.
You said “they never made the extra effort to seem like they enjoy being around the team” but they’re cordial and they engage with them.
You’re triggered that they’re not people pleasing and said “it’s coming off as passive aggressive and abrasive.”
Build rapport with your coworker & make small gestures to try and connect. Or respect their boundaries if they prefer to remain cordial with the team. Good things take time.
They may have serious issues going on outside of work and this is their way of coping

I probably wouldn’t jump straight to calling it out unless it’s actually affecting the team’s work or morale. Some people are just naturally reserved and don’t show warmth the same way others do and there is nothing wrong about it.

Fair point!

Maybe they are introverted and want to crack on with work. Nothing wrong with that!
I see work as only a job, they aren’t my friends there. Work will come and go

Some people are just like that. Just gotta learn to work with them
