Had my final round interview three weeks ago. Followed up after one week and again after two weeks and HR replied both times and said they’re still interviewing and will let me know about “potential” next steps later on. Is it normal for an interview process to be so dragged out?

The agency never provided a creative recommendation based on discovery for us to approve, they just started putting together messaging after holding a handful of interviews with our former leadership team. Thoughts on contract-to-hire? Seems like it favors the employer with yet another way to avoid commitment.
