One of my friend got offer from UHG (Optum) 3 months back as contractor at 8.5lpa his previous salary was 5lpa, now within 3 month he got offer to be a permanent employee in UHG (Optum) , how much hike he should demand (or is it even ok to demand ?)

How long should I wait for offer letter from Cognizant ? I submitted my CIS (candidate information sheet) on 26th Aug. Prior to this in HR discussion they said they will be sharing offer letter soon.

Should i mail them, don't want to showcase that I am desperate for job though.
