I totally get the concern—it’s hard when you’re used to being busy. While the salary and bonus are great, I’d be worried too. It might be worth reaching out to your manager or HR to get a sense of the longer-term outlook and how they handle work distribution, especially when it’s slow. It’ll give you peace of mind.
I’ve had this happen before. Tax firms are terrible at onboarding people in senior positions. I would try to make good use of the time and be confident that they will be working you to death in no time.
Do some CPE, read some books, build your expertise. I’m reading The Logic of Subchapter K right now and recommend it if you’re in the partnership space.
Also, Nov-Dec are notoriously slow months for tax. Billing 20 hours over these months isn’t totally unheard of. Make sure people know you’re available though, maybe they just haven’t communicated your busy season assignments to you yet. When it hits, there’s always more than enough work to go around.

Senior manager usually does not have high billable hours as your focus is to bring new clients. If you bring in lots of revenue, I would not be worried.
