I was given a tentative offer for a job at a government hospital. The salary they are offering is lower than what I'm making now. For government jobs with a defined GS level salary on the job posting, do they have a wiggle room for salary negotiations?

My husband just received a job offer on an opportunity he is really excited about. It would be great for his career and they are giving the 15% jump in base he asked for, however they won’t share what the target bonus amount would be. It’s an executive director position, so I would assume it’s a decent target bonus, but without that in writing it could honestly be a gift basket at the end of the year. I went from agency to in house PR 1.5 years ago (I’m at a prof services firm in nyc). There are no boundaries for communication; everyone is expected to answer emails immediately at all hours and senior people respond in minutes between about 7am-11pm, at minimum. Is this normal in the corporate, non agency world? Not sure if this is just due to the pandemic and WFH, but I was under the impression that in house life would be more chill.

Accounting advisory big4 or IA at F100. Both senior roles. Roughly same base pay.

Big4 has clear trajectory and interesting work.

F100 has 14% bonus, perm remote, and immediate vesting 401k over 7%.
