Sure, scientists in industry will attend conferences. I happen to think of one recently, back in 2020 a lot of scientists gathered at a biotech conference in Boston and it became a superspreader event for the Coronavirus. Usually they're nowhere nearly that notorious.
You definitely can! I think that most companies have a budget for these kinds of things but you might have to be proactive about the conferences you want to go to. You can also be an independent scholar attending conferences, and your company may support your professional memberships and/or travel costs since you're showing that you care about research and development.
