You are first! Do what you have to do to take care of yourself. As you can see, business will always make decisions that benefit them without much consideration on the effect on you so you are the only person that can truly look out for you. Burn out can and will affect your performance and you may be let go if your performance tanks so for the one millionth time, take care of you first before anything else.

Maybe plan to go somewhere else? It may be that promotions in your current company are coming too slow and if you think you are ready you could negotiate a de facto promotion with another company.
If you think you need time away, you do. You’ll come back refreshed and hopefully recharged and can make up for any “lost time” that you’re worried about.
Take leave and job search during that time. Come back and quiet quit if you don’t land anything. The time at your current firm is done, they don’t deserve your loyalty or grinding anymore.

Wouldn’t promotion made the burn out worse since you said your manager just works all the time?
So are you really burnt out or angry at not getting promoted.
I get what you mean but I think the boost in morale and pay if I were promoted would help me.
I've been working above my level for >1.5 years now, more work, more stress, less free time, less motivation & feeling of being a valued team member, and less purchasing power = I'm burnout
