That means you start job hunting - right now. Considering the state of the industry, you might have a competing offer by the time the next cycle rolls around, which will give you leverage.

Yeah definitely need to watch out for me.
Understand and have been in a similar position. It came down to me not wanting to throw away my time there by leaving, but on the other side of that, I was wasting more time by not leaving. The promotion dangling is tricky, some companies will live up to it, and others just keep saying the same things without any action.

Exactly my concern though. I had a conversation recently where they repeatedly brought up me wanting to be promoted. Felt like a carrot was being dangled in front of me and I'm not confident they'll live up to it.
Do you have a grasp on the promotion process? Is it an issue of you were submitted but not selected (in which case you need to show others you are ready) or is it a matter of your manager not submitting you (in which case you need to have a very frank conversation with him about why he didn’t submit you).
If you don’t want to leave, I’d encourage you to have a more direct conversation. Aka—-I’m working and would like to be promoted before the next year, how likely is that to happen?
Also-to me it’s a red flag if they keep mentioning you want to be promoted. That seems more like a carrot on a stick than an incentive. You are an adult and should know what you need to do to be promoted, they shouldn’t be telling you “if you want to be promoted you should do this thing”. That sounds more like trying to squeeze you for all your worth.

I think half my problem is the company is so vague about what the promotion process looks like. it seems different every year.
And agree with the carrot on a stick approach. It definitely gave me an icky feeling.
