Depends on company policy. For my company if i refer a candidate and they get the job, they must stay for 60 days before I have a referral referral bonus. The payment also differs based on the type of position.
I had just seen something where I am at, a sign-on referral, something bonus. Cannot remember what they were exactly calling it now. I know not everywhere has that, and this is the first I have seen of it in a while. Hopefully some people can get some money out of it and we can get some decent employees around here too.
It depends on if you submit their resume through the right channel. If you just hand it to your manager and they hire them ahead of the HR then no. If you submit to HR and then they start the process, then it depends on the level of position, but I believe it is $1k to $4k where I work.
Depends on company policy solely what the requirements are if there is a referral program. Reach out to HR
We get some kind of bonus if the person gets the job and stays for some minimal number of months. I've never paid attention to it just because I've always avoided referring people for jobs. I had a bad experience referring someone at a previous job and that was it for me (in that case they didn't get a job and gave me grief over it).

Depends from company to company. You don't in my organisation
Check your company’s employee handbook. There should be a section on referrals.
