General answer is no. You need to be a US Citizen for this. There are extremely rare exceptions, but I've actually never seen it happen in 10+ years

Is it really that difficult to get hired for a federal job? I was interviewed for a GS12 job but never heard back, they still didn’t hire anyone and I didn’t get a rejection. I applied for another GS07 job, was accepted, I took it, but I believe I can do better. I have a master’s and have extra graduate research experience. I am still applying to new jobs but I was told it is impossible to move up the grade level now. Everyone is telling me to stick with the government. What are your thoughts?

For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? My partner got a City of Toronto offer. Salary band is 104-121k. HR asked for his expectations and he said 115k. HR came back with a 106k offer stating nobody on the team makes that much so they cant offer it. Also said she is unsure if there is any wiggle room if any at all. I’ve looked at everyone on the team with the same titles salary on the sunshine list and the lowest I see is 121k. I assume there is an OT component of some sort but also can’t confirm. Thoughts? /negotiating advice?
