It you never took the role than it was never activated
"Federal Contracting" is just a job for 99% of people so unless you have a disqualifying condition, yes, you can apply to jobs.
If you re asking if you have a clearance now, that is different. It is highly unlikely that the agency you were applying to completed the background investigation and adjudication process required for your clearance if you turned down the offer. Those things cost money. AS far as your poly goes, in general they are considered "good" for up to two years but that is also if your clearance is complete. You likely went though a screening poly meant to assist the background investigation. Once the investigation is complete they would then generate a new poly based on any issues uncovered in the investigation, if necessary.
All that is a long way to say that it is unlikely you have a completed clearance but you are further along than most and if you sought out another cleared position it would be easier (read less expensive) for someone to hire you.
I guessed who it was. They are the only ones who do preemployment poly. If they made you an offer your poly was clean but that still doesnt mean anyone else will accept it and without a clearance its not really a help.
