From my understanding, this is correct and called a Convenience of Employer Tax. This is a relatively new rule that only came into effect a year or so ago, which is likely why you haven’t been impacted by it before.
The rule states that if you're working remotely outside New York for your own convenience (i.e., not because your employer requires it), they can treat those remote days as if they were worked in New York.
This mainly affects people whose employer is based in New York. So, even if you're remote in, say, North Carolina or Texas, New York might claim that income is taxable in New York—unless you can prove it's for the employer’s necessity.
So if your employer is New York-based, they might choose to treat all your income as New York-sourced, especially to avoid compliance issues. Several other states have done something similar including NJ and PA.

Yes unless you sign on as fully remote and never go to the office (you actually aren’t even allowed to go to the office), then you will be paying NY taxes. But at least you won’t have to pay city tax too.
This is why working for a company in NY sucks. Straight up. You pay through the nose despite not living there and using any city services if you are in CT or another state nearby. I paid city and state taxes to NY and was there MAYBE once a week, but then had to file with Connecticut and got a refund from CT. Still that was major money out of my pocket for a year on top of CT's absurd taxes on other things (sales and real estate).
Thank god I left and now live in a state that has zero income taxes, and my personal cashflow is light years more manageable. I get paying taxes are essential to a functioning society, but at some point everyone should question where the money gets spent if it comes out of your ever shrinking pockets today. NY still has massive budget shortfalls so it's not like they are swimming in money to use efficiently to benefit you the tax payer. I am so happy to be gone despite missing aspects of the city - especially if you have children.
You shouldn’t have been paying city taxes if you didn’t live or have a residence in NYC. If you were, those taxes were falsely withheld and you should look into getting that money back
In NY at least you see something from your tax dollars, nice parks and green space etc. in Chicago we pay taxes and never see anything for it.
