I’m at a loss of where to go to file an official complaint against my employer’s HR department. I work for a local municipality and it is a well-known issue in getting follow-up from HR on questions. They either don’t respond, “will follow up” and never do, or give us the run-around. Complaints have been made to the higher ups for the entirety of current staffing’s employment (almost 2 years) with no improvement and seemingly no accountability. Is there an agency I can contact (in NH)?

My supervisor gave me 8hours of AWOL because I couldn't show up one day because I was under anxiety. I have gave him letters from psychiatrist,psychologist that I'm passing through this. He didn't care and gave me an AWOL. I want to leave my job because my department is very toxic but I don't want to leave having that on my records.
If I move to another job later on (private or federal) this 8 hours of AWOL will show up?
