Always better to negotiate before the offer letter comes in. A lot goes into creating and getting an offer approved.
Hopefully you know the comp range before you get to final rounds/offer stage
I think you should ask for time to review and be excited about the offer - if they press you on the spot about salary you can say you want to see all the compensation details etc.
The best advice is to get the full compensation package. I had a friend who accepted a salary that was decent, higher end of the range. But the benefits were not there, and they weren’t as happy with that big number anymore.
I always let them know I am excited about the offer and will need some time to review it. Then I go back to them with a new number of what I need to take the role. Usually, I end up somewhere in the middle of their first offer and my counteroffer.
