Enthusiasm will usually yield a happier employee with better results and be someone who is willing to try and learn new things. The shoe in may have performance/motivation issues. I would always choose enthusiasm.
Maybe the second has performance issues because they currently aren’t in the right role. I would take enthusiasm and ideas over someone who is likely going to leave within a year.
Understand if you can’t for confidentiality, but can you define a little further the performance issues? Basically there’s some things there that wouldn’t bother me (they’re bad at formatting slides if they’re being hired for an engineering position where they will never format a slide), but broader things like not a team player, compliance issues, attention to detail, etc. would scare me more.
I wouldn’t hire either one either. I don’t know if you have a deadline you’re trying to meet to hire for this position, but you’ll be back to the drawing board in six months if either of these candidates are hired for this role.

I'm sorry for the unrelated question, but what does a director of continuous improvement do? I feel like that's something all teams need to do and I've never seen it as a title/distinct position before.

Not a lot of good choices to pick from. I’d rather get someone who is excited and new to the role but at the same time fully embrace the role.
The whole stepping stone person - avoid. I’ve worked with someone like this but they had no experience and did terribly. They are also clearly telling you they are only in this role for a hot minute. If you are okay with that, then yes.
But the other person who already has a poor work ethic? Sounds like you’ll have to really manage this person, document a lot and likely will need to put them on a PIP. 🥴
Why are these your only choices?
