If you get fired or you get let go for non performance related reasons it is better because you can apply and collect for unemployment.
I see is that because being fired for performance can impact ability to get another job?
Get that severance
Find a new job then put in your notice. Otherwise depends. If you get fired you can collect unemployment till you find a new job. If you quit you can’t collect unemployment since you voluntarily left your job.
Do not quit. If you quit you’re giving up the potential for severance and collecting unemployment.

I have a friend on a PIP due to professionalism gaps. She has improved however she feels as though she will be terminated. She doesn’t know if she will get severance.

If you have any severance coming (PTO, contract BO, leave, etc.) that is dependent upon your proper "2 weeks notice", then you can weigh that against no severance from the job if you are fired. Typically, quitting makes you ineligible for unemployment benefits. I saw writing on the wall and submitted 2 weeks: I got 6 weeks of accumulated leave time and received remaining hours toward my pension. I left several $$$ on the table but if I had waited for the axe, I would be totally dependent upon meager unemployment. Also, calculate your insurance coverage.
