Every recruiter has asked for it so far! Weird
Depends on the agency and whether the position is temp (i.e you are employed by the agency), temp-to-hire (i.e. you are employed by the agency first, then hired by the company), or immediate placement. Some might also want to qualify that you are eligible to work in the US before presenting you as a service to their client. But I agree, this seems unusual if this is simply a screening step.
It is not unusual for you to supply proof of identity. If you do not have unexpired ID an alternate acceptable form would be a passport.

I’ve never once been asked to show an employer or recruitment agency my passport — unless it was after accepting a role and they needed it for W-9 verification. That seems really odd to me. Did they tell you why they needed to see it?

Nope they didn’t say why, but every single recruitment agency that has contacted me has asked for it!
