The thing is, starting/changing jobs is the singular best chance you have to increase compensation. You likely won't get a raise for at least a year, and it almost certainly won't keep up with inflation. Even if you get promoted, you won't get the bump in compensation you think you should.
Right now, they need to hire someone to fill the position, and are the most generous they will ever be. If they're not going to make it worth while now, you will NEVER make up lost ground/lost time at that particular company. Changing jobs/companies is the best, and possibly only, chance you have to increase your pay rate.
Last time I switched one store manager role for another, it was a 20k a year increase
Keep looking the right one will be able to afford you! That’s a cop out excuse IMO.
Not looking right now myself, but it has before. It's normal to not want to move for the same amount you're currently earning. It's also normal for companies to pay as little as possible. With the state of things right now, I'm guessing they could technically afford you; they just don't want to spend the money when they know so many people are out of work and will be willing to work for less.
This happening to me, and it is awful.
