Not always…employed people are perceived a a better candidate since they were not victim of a layoff or being let go - their company sees something in them to keep them.
On the other hand, unemployed people are more likely to accept an offer and be ready to start sooner in a lot of cases.
Not saying this is accurate but sort of the bias I’ve noticed and feelings conveyed from hiring teams.
The term layoff is also being burned out - everyone’s getting layed off and now no one bats an eye when it’s the reason why they are unemployed when they really could have been fired for any reason - hard to trust entirely someone’s reason why.
