Your resume, LinkedIn, and applications should list where you plan to move, not where you live. If you're planning to move anyway and aren't immigrating, no one cares where you currently live. Not until it comes to negotiating relocation, anyway. In person and hybrid positions are listed for where you'll be expected to work from, no more no less.
You can bring up relocation money as a question with the recruiter once you're on the call. Negotiation does start as soon as the screening call though, so be careful with the phrasing. Don't make it sound like a deal breaker, but don't be a pushover. You can workshop the phrasing with ChatGPT to match your style and what you're comfortable with.
Given the current job market, I wouldn't necessarily assume you're being excluded over geography. It can seem pretty hard to have any application taken seriously. But it's probably good to just address that upfront and state clearly in your cover letter that you'll be relocating to the DC area.

You either use a local address for the area or remove you address from your resume. Mine doesn’t have it.
