I make sure to get an idea of the range at the start of the process. I'm not wasting my time going through multiple rounds of interviews just to get an offer that's 20% lower than what I need. It's in everyone's best interest to get clarity on range at the outset.
I think it's pretty mixed. Sometimes they are transparent but then make a bunch of excuses about why they can't increase the salary. Others are a little bit more willing to negotiate even if they aren't so forthcoming with the bands.
When they ask what I'm looking for, I say I'm negotiable. I ask if they have a range in mind and let them give me numbers first. So far, it has worked every time.

I think some states are required to list their salary range. I know MN is.
