While honesty is commendable I would avoid letting prospective employers know you were let go for performance reasons. This year in particular it's easy enough to gloss over.

“My true passion is in data and analytics so I self studied to hone my skills (xyz trainings and certifications) and feel (abc behavior) which make...” the prior organization wanted to take things in a different direction.
If you were a data analyst in your last role and it looks similar to this role make sure you’re working on yourself, lessons learned from prior role, and making forward progress.
I think a lot of this depends on the specific gaps you had in your last role. If you feel you honest and specific, make sure you shape a narrative to differentiate the roles and/or highlight your improvements.
For example, if your former colleagues can vouch for your technical skills, but you didn't enjoy the pressure of presenting to clients, or lacked some niche, domain-specifoc knowledge base, those can paint a reasonable picture for why you decided to part ways. And if it was an amicable departure, I'd frame it as mutual. If the nature of the role changed, that's also important to mention
You’re being too honest. You need to take advantage of covid and tell interviewers you were let go because business was slow or your department was restructured or whatever. You can’t be too honest about this.
Also you may want to do some soul searching and ask yourself if this is really a good path for you, or whether your last role just wasn’t a good fit.

There's no need to bring up the topic of the last employer. Focus on how you think your skills will help realize the role that the hiring manager is looking for. When asked about your past experiences, stick to neutral topics like how you did work ABC for client xyz and what value xyz saw in your work. If asked why you're considering looking to move, say that your firm and you had a conversation about where you want to take your career and it was mutually agreed that the current role doesn't suit your skill set so you're moving to opportunities like the one being interviewed for, which is a better match for your skill set.
This is coming from someone who's never been laid off in a 13 year career and whose skill set is never an issue because the jobs I apply to are well within my area of expertise. My issue comes down to convincing hiring managers to sponsor my H1b. You're much better off than I am... Don't lose hope.

Regarding role description, there is nothing wrong with making the two jobs sound the same. In fact, clearly similar and relevant work experience will give you an advantage over other applicants.
I'm not exactly sure how I should be framing this. Do I not tell I've worked on the overlapping responsibilities (built dashboards, scrubbing data)? When I provide a high-level overview of my last job, it sounds like the same as this new role
@OP: COVID or no-COVID; this is simply not information you give prospective employers. 10/10 employers won’t proceed with such details. Just say, I’m in search of better opportunities or looking for remote only roles or due to COVID. No one needs details of why and how.....and nope, they won’t find out about your performance issues during background check . Grow some balls and stop being too honest 🤦🏾
Also, do you really need to get into all these details?
