Mandates for part time engagements

My trend of agencies who need me for “about 20 hrs a week” continues. Grateful for the work but the squishiness re: when/how much I’ll actually be working is frustrating. I wanted to mandate the following for a new contract but has anyone requested anything like this (or have a read of they’ll go for this)?
1. Guaranteed 16 hrs per week (use it or lose it)
2. Every Fri I’m fully offline (since they usually treat us like an FT in terms of responsiveness anyway)

When you’re asked about your rate, do you include weekend / holiday rates upfront? Or do you wait until it comes up after you’ve started? New to this, so please be kind.
