Yes to those questions! Also adding, the purpose of the report. Is it an ongoing dashboard for the team to make optimizations during the campaign? Is it to show key results/highlights/insights? For the later, I usually recommend a 3 month period to gather enough date but then can also pull a monthly report to see if we are trending in the right direction.
For ongoing, usually that should be set up in tandem with the work/planning of the campaign.

It depends. How much of the process is automated ? How clean is the data ? do we have enough staff to support the process or is a shared resource ? How comprehensive is the report ?
A turn key report with decent automation and and clean data can be done in a few hours. I’ve also reports that are over a week [or weeks]
3 years. No staff.
4-8 weeks for digital. Longer for TV
Answer also depends on what you mean by campaign performance report. Are you looking for a report on whether or not media buys delivered what was planned? Or are you looking for a report on how a campaign (the creative and the media) performed against KPI’s?
