I'm wanting to know what people think is better. Kaiser or ucla health for working as an admin staff. Ucla seems to have good pay from what I see on the job descriptions but kaiser only shows pay grade. Ucla has pension and a raise it seems every year. But I was alao told kaiser offers a dollar each year as a raise. I want a place I can grown and stsy Long term. Any one have any insight on kaiser and what they offered.UCLA Health Kaiser Permanente

So annoying. The holdup is simply because it affects your paycheck, not his, and therefore isn't a priority for him. I'd be pretty ticked too, not sure demanding it be retroactive is the right move though. Definitely ask for it, just do so politely.
Another reason for annual reviews to be late is that most bosses absolutely hate doing them. Many put it off until someone higher up (if there is a higher up) demands that they get it done. I've had it go to almost 6 months late at one company.
I agree with the other comment that it is NOT wise to demand the pay increase be retroactive. Instead, say thank you for the increase, and politely add that you think that it's fair that you have the increase be applied retroactively since you were led to believe that you were eligible for an increase at the one year mark. Then say "do you agree?".
If you ask them to agree whether what you're asking for is fair, it makes them more uncomfortable to decline a reasonable request. If they decide to be stingy as well as rude for making you wait, they should at least feel uncomfortable about it. ;-)
