In this economy, I would certainly not risk it. Especially with a disabled child. They could call your bluff and push you out because they could probably hire somebody else in your job for less money than you're making. In a normal economy, I'd say go for it.

That's super risky. I can't believe your boss actually suggested it. If your employer even thinks you're considering leaving, they usually make sure to beat you to the punch.
That means you’re too valueable in your current position. Be prepared to leave when the economy gets better.

Your manager may be well-meaning,but he cannot guarantee a promotion nor can he guarantee that you won't get let go and replaced. Second to that, should you threaten to leave, not get a raise, and then not leave, you'll have a target on your back.
I suggest you take the suggestion at face value, secure another offer, and then see of thst translates to s meaningful raise where you are at. This not the job market to have your bluff called.
I am going on two months of applying and have landed a single round of interviews.

I would not advise saying you were leaving if you don't have a job.
Is your boss mentioning you to others for a promotion? You must also be your own advocate to senior management about your accomplishments
In todays market, especially with a dependent with special needs, best advice. Dont rock the boat. I made the mistake of voicing concern with how a temp manager tried to run our store, even with my 8 years of experience in this market and knowing she came from a much lower traffic market ( our store annually did 3 times the business as her home store ) .. within 6 weeks, I was on a PIP for poor decision making even though I didnt have a single documented occurance and the company carried that a full 9 months before I " gave them cause " to discharge me for performance issues... the truth can make you the trigger.
The saying, "Don't shoot the messenger" is around for a reason: the messenger gets killed. If you have an idea for the suggestion box, you'd better package it well and give all the credit to management and don't point fingers at anyone. You wouldn't want someone suggesting you're not doing your job well.
I wouldn't say anything until after you already have a better rock solid offer from a different company!
