Update your resume and start exploring new opportunities ASAP. They may not lay you off, and you don't have to leave. The key is to know your options.
And I don't mean to be negative when I say this, just sharing my perspective as someone who went through the same thing last year. Don't trust your leadership when they say there will be no layoffs.
My Director of TA told our whole team we wouldn't experience layoffs. After noticing a few shifts in how the team was being addressed, I confronted our Director 1:1 and was told to avoid water cooler talk. And then we all got laid off.
From the perspective of the leadership team, all employees regardless of role are nothing more than nameless, faceless fixed costs. Once you embrace that, you'll be free to run your career rather than leaving in the hands of someone else.
I have experienced both. I had one employer start to lay off recruiters and tell the rest of us our roles were stable. That wasn't true. Another employer had a freeze and it wasn't long term. I would still update my resume and start looking. The market out there is tough.
Always have an up to date resume! Should be an evolving document. Stay ready so you don’t have to get ready!
This happened to me in July 2024, and I’m still looking for work. I agree with others that recommend getting your resume updated and watching for any additional signs things are changing.
No, you’re under reacting. You need to update your résumé and start applying. you’re a recruiter. If you’re not recruiting, how long is your company going to be open to paying your salary?
Always keep it updated, but especially now. Start networking and applying just in case. Even if they truly have no plans to lay off now, depending on the size of the team, they might eventually have to if things don't pick up.
If you want to show you're being proactive, it can't hurt to start sourcing for roles that you expect might be needed when things pick back up, or just roles that you commonly need to fill. You don't need to reach out to anyone, but you can make projects and filling them with qualified candidates for each specific level/discipline so you'll be ready to go. You could even go through your LI messages and have exploratory calls with anyone who has been in touch that looks to be a fit for your company. Then you can mention all these things when you check in with your boss or if they ask how you're filling your day. It could help reduce your name getting picked when they inevitably have to start cutting!
You are wise. Always keep that resume updated and be ready to pivot if necessary. It’s a game ……. The goal to survive. Remember that.

Update your resume. Each time my previous employers said there would not be layoffs, there were plans for layoffs. They were trying to avoid a panic. Better for you to be prepared and not need to than the other way around.
You’re not overreacting. Update that resume and start applying. Unless you can pivot into another role within the company (which isn’t likely due to the freeze), stay prepared.
This happened to me and there were layoffs and the company was sold. With Amazon laying off HR and Recruiting positions due to AI, the recruiting pool of candidates is growing so I’d be proactive and start seriously looking for a new role. Best wishes.
