Whether it's too strict probably depends on the circumstances. For some positions where a desk has to be covered (or a machine operating) being on time is a critical issue. You can't have people filtering in whenever. I haven't worked for an organization with a points system, but for some positions the arrival time of employees was watched closely. The idea of punishment for calling in sick seems way out of line. But dinging people for being late can be a legit issue.
Sounds toxic but I don’t think being on time to meetings is unreasonable. If you have back-to-back meetings, leave the prior meetings early to ensure you get to the next one on-time. Being fired for being sick is probably an HR violation if you’re really sick. Sounds like the person to came up with this is an immature leader who doesn’t know how to manage people which leads to a toxic workplace. If you have this in writing forward it to Hr as an FYI.
Sounds like a basic points based attendance policy. I’m sorry—they are common in certain industries, typically manufacturing.

My current employer doesn't have a point system but I worked for a company that had a similar set up in the past. However, we had 5 points for the calendar year.
