Changes in the healthplans are going to drive me to spend hundreds in out of pocket early on and I'll meet my deductible whether high or low. Any advice on how to choose a policy?

If you are a heavy user of healthcare, pick the low deductible plan. If you’re an infrequent user, choose the high deductible. Regardless, vote in your own interests in how you want to pay for your healthcare. Interpret that how you will.

Still better than none. And any money saved grows. I've had an HSA where it had pennies in it due to spending but I still saved money due to pre tax deduction for the HSA, cheaper HDHP premium.
