I am on notice period and m joining TCS by nex tmonth end.now I received the CTC revision of 9.8 which was 8.9 by before ....in TCS offer is 15lpa..is it can I ask the HR more like one lakh plus as they revised me in Cognizant? Or shal I just move on ?pls guide me will TCS revise ?

By your logic, minimum salary For each YoE should be as below
1 - 3lpa
2 - 6 lpa
3 - 9 lpa
4 - 12 lpa
5 - 15 lpa
6 - 18 lpa
7 - 21 lpa
8 - 24 lpa
9 - 27 lpa
10 - 30 lpa
Well, it does paint a very pretty picture doesn't it. For this to occur of course the company in which you currently work should give you an annual hike starting at 100% in first year to 10% in 10th year. Else you should keep jumping and expect same hike. Of course this is set at minimum. Lord knows what the maximum would be. Any folly you see with this approach?

On what basis? Something seem here is not a benchmark. Definition of benchmark is commonality and not outliers.
What is this? They are clearly outliers. Your statement that 3 is the norm, doesn't make any sense in real world. Just because 5 guys get PE roles doesn't mean 3 becomes the lower standard.
The pay based on YOE can not be a straight line. Ofcourse the starting point is not same for all. Top tier institution graduates get paid more at their start of career. Whereas someone starting as a fresher from service based companies gets only 3LPA. Me being one of them. But the YOE*3 salary can only be easily achieved if you make frequent switch and keep updating your skill set. Although Based on many product based organisation standard in Bangalore, YOE*3 is the new norm, still we cann't generalise this for all. So it all depends on company, location and skill set.
