Are they cutting pay or just not increasing it right now? If they're cutting pay, that's one thing, but otherwise it doesn't necessarily seem unfair to me. Benchmarking by location is really done to account for the higher cost of living in that specific area. If everyone has moved to other places, a national average makes sense.
fair for new hires
Basing the benchmark on the national average cost of living when the company is in a high cost area gives them incentive to continue allowing people to work from home and hire people specifically to work from home.
not fair for existing employees(especially since they are trying to be sneaky about it and as I interpreted the post they are being borderline deceptive), even if pay isn’t being cut, then future raises will be lowered if given at all (it’s possible they could stop raises until you reach your local benchmark target), if it were me I would be looking for a new job (taking my time to find the right salary and the right fit for me). Additionally if the company is profitable it, is a big sign of disrespect and disregard for their existing employees. By either the company or some manager that’s pushing for it to increase profit, because it will either result in a bigger bonus for them and/or they think it will help them get a promotion.
I have worked for a nationwide company that has locations all over the country and they based pay on the average regional cost of living as the bargaining agreements were made regionally.
There’s not much you can do to fight it unless you can get enough of your coworkers together and form a union, but they could also stop allowing remote work.
Best/safest way to fight it is to start searching for a new job while you still have one.
Seems fair to those that moved away to a lower cost city but not to those that did not move
