Advice needed - boyfriend has almost 3.5 years of finance experience at a bank. Interviewed for PwC valuation senior associate and now recruiter says they want to hire him at “experienced associate” because he has no valuation experience. Is this too big of a step backwards in career? Should he push back and see if it gets him anywhere? If he does accept Associate, is it reasonable to ask for written, definitive timeline (1 year?) for promo to Senior upon meeting standards? Help!

I would think it will be just start/end date. Curious though how did they find out you (your friend) have two jobs? Did they look at tax returns or something?
Obviously they can’t legally enforce that.
Employment is generally at-will. You can be fired for it without them saying you’re being fired for it. Or you’re added to the layoff list, which happens every 6 months. Good luck with that case
It’s going to take many months to integrate the many systems of the two companies, so if I’m reading the direction of your question I’d recommend your “friend” apply asap and get in before that happens.

Our firm flags departing professionals as to whether they are eligible for rehire or not. I would expect in a situation like this, that would be flagged as 'no' for ethical/integrity reasons.
The internal records of each individual company will become the internal records of the merged company. Details and all. Only way your friend can possibly slip through is getting a job with the other company pre merger.
When companies call for reference they usually just verify start and end dates from my past experience.
