My schedule states that I work from 8am to 5pm with an hour lunch each day and when the clock strikes 5, I like to leave. So, how can I tactfully tell my manager that I'm not willing to stay late and basically work for free since I'm salaried, and it's his own fault for failing to hire enough staff?

Ha, good luck with that. If you don't get your work finished each day it will show on your reviews as a you problem. Not a company or supervisor problem.

Just log off

You’re non-exempt. It means you are paid to do a job, no matter how many hours that takes. You aren’t entitled to overtime. Refusing to do work expected of you honestly is cause for termination. You can and should have conversations with your manager if you believe workload isn’t sustainable, but saying “I won’t work a minute more than 40 hours” is a bit unrealistic unless you have some contract in place stating that.
