On a more serious note, #1 is sleep and then skin care routines. I use Kiehl's products most time and they have an "eye alert" for morning care that minimizes puffiness and a "midnight recovery" that helps heal. Use a daily moisturizing face lotion with fps. When things get crazy, get yourself a nice BB cream. Overall, the above helps me usually pass for much younger (whether thats good or not is debatable).
I believe in taking care of myself and a balanced diet and rigorous exercise routine. In the morning if my face is a little puffy I'll put on an ice pack while doing stomach crunches. I can do 1000 now. After I remove the ice pack I use a deep pore cleanser lotion. In the shower I use a water activated gel cleanser, then a honey almond body scrub, and on the face an exfoliating gel scrub. Then I apply an herb-mint facial mask which I leave on for 10 minutes while I prepare the rest of my routine. I always use an after shave lotion with little or no alcohol, because alcohol dries your face out and makes you look older. Then moisturizer, then an anti-aging eye balm followed by a final moisturizing protective lotion.

You can also try a cold compress type of thing. Put a metal spoon in a freezer and then under your eyes for a few minutes. Won't get rid of them but it will bring the swelling down a bit

Take biotin. It's good for your skin
Use camomile tea bags for under eye bags (freeze for 10 min before use) and apply for 20 minutes. Also drink plenty of WATER and try to limit your sodium intake. Sometimes that is a sign of to much sodium in your body. Try to get plenty of sleep as well
Ok never tried this but I heard hemorrhoid cream. If you try that though- tell us if it works!!!!

"Bags" under my eyes aka luggage, you check them in (at the airport) to get rid of them
Get a good cream and use twice a day. I like origins or tarte for the morning and alergenist or drunk elephant for night. Also eye masks REALLY help. Sephora had them for like $5. Also drink plenty of water. I'm a girl, and I use to pile on concealer and now I don't even really need to.
How serious are you about this? The best and also most involved/expensive solution would be to do a chemical peal or laser/light therapy but both would require a week+ in recovery. (Child of a plastic surgeon speaking)
They took the stuff out of preparation H that made it work (the decongestant that shrank swelling).
