I start by taking the strategy line and rewriting it again and again and again.

I write a rambling manifesto, then mine it for lines.
I like to write little manifestos and end them naturally, with a punchy leaving thought. Could be a call to action or a conclusion or a realization or a summation - whatever flows from what you’ve written. I also find they come when you’re chatting. Jeff dryer once said, “Man...spring is weird” and we had a Gap line. ‘Question your Answers’ came from chatting about the Atlantic’s philosophy. I think the only time they evade me is if I sit down and try to write them! Hope that helps

First just write what you’re trying to say with no cleverness as a regular sentence. Then start writing it over and over in shorter, more clever and creative ways.

Never write with an empty stomach. Because you’re not you when you’re hungry.

All of the advice here is great. Another thing to try is to start writing promises from the brand to the customer. That’ll lead you to lines like “Staples. We’ve got that.” and “Army. Be all you can be.” Don’t try to be clever; just write as many promises as you can. Dozens and dozens. The clever will emerge.
Quantity is your friend here.
First, soak in the strategy or the basic, simple language articulation of the idea. Then write lines. And write them fast.
Then, write out your simple articulation of the idea again. Ponder it for a moment.
Then write more lines. And then write them faster.
Finally, write more-er lines and write them faster-er.
The goal is to get past your conscious brain and your filters.
Then you gotta go back, sort through that mess, and pick out the diamonds (which are hopefully things you wouldn't have written had you sat there and just thought about it real hard)

Say it straight, then say it great.
Leave room for mystery. The best lines seem to be open-ended, indirect, or even a bit confusing at first, but then that “oh I get it” moment is what makes the connection 💥

Start with the strategy. Focus on one keyword. Make it pithy.
20 years ago, I worked with a talented Copywriter who had a piece of paper hanging in his office that said:
“Taglines are hard.”
In three words, he achieved simplicity, an emotional connection and memorability.
Even though he was only making a humorous observation, I thought this was a genius lesson in actually writing them.
What I would give to have an office. (During non-pandemic times, of course.)
Start with whatever’s comfortable.
