Is it a lateral move or an upgrade? Either way, you should give your manager a heads up that you’re thinking of moving to another office for XYZ reasons, as well as give HR a heads up. Generally HR/recruiting would have to put you in the same pile as outside candidates but obviously because you work there, you may get preferential treatment and get the position anyway. It usually makes more sense to move someone within an organization than to hire outside as the learning curve is a lot smaller than if it was someone from outside.

Just say you’re moving to that city and want to stay with the company. That way it gives you the leverage. 
Get yourself on a global piece of business. That’s the best path. Understanding the same brand from different market perspectives is crazy valuable to agencies and the clients.
Agree with Senior Manager 1. If you’re moving to a more expensive city they may not give you a cost of living increase since you’re the one requesting to move, something to discuss once the general idea of a move is approved
I would get your manager on board to support the move. In my experience, HR usually either make life hard if you go to them direct or ask your manager for direction. Easier if your manager supports the move and asks HR to try and make it happen.
