I have cleared the technical interview of TCS and received an email for the HR round. How much should I enter my expected CTC?

Is it really that difficult to get hired for a federal job? I was interviewed for a GS12 job but never heard back, they still didn’t hire anyone and I didn’t get a rejection. A former client director colleague has gone in-house as CMO. They are now asking me (currently ECD) to join and set up an agency-like creative team to up-level everything from brand to sales materials. It's a good mgmt opp and good creative is a definite possibility, but I'm conflicted. Aency BS would be nice to step away from, but I think I'm still bought into the notion that agencies are superior and in-house is where washed-up creatives go to die.
