So it’s WestJet metal then. Sorry, but you should’ve done your diligence when booking the flight then. The airlines offer seat maps at time of booking for a reason. Also, Canada is not ‘international’ when you fly from the US. Airlines will use domestic configurations for those flights. Heck, Air Canada operates a 737 between London and Halifax.
Is this an actual Delta plane, or a partner carrier as part of your international itinerary? This is pretty much how all ‘business class’ on European airlines look like when you fly within the Union.
‘International’ is not really that relevant.
Long-haul vs short haul determines the quality of product offered.
Everything in the Caribbean, most of northern South America and all of Canada are served with ‘domestic’ level product from the US.
This style of business class is very common on European flights and other short-haul markets.
Delta codeshare partners’ products vary widely, best to look at reviews and pictures of the product offered by whatever carrier is operating the flight.

When you bought, you should have seen ‘operated by WestJet’ at which point done a quick visit to the website or seatguru to seat what type of first class seats are offered.
So no, it’s not worth complaining to Delta. You didn’t do your research.

First, the plane model is listed when you book the flight, so you could easily have looked up the product.
Second nobody flies flat to Canada it’s basically a domestic flight...
Yeah this is not Delta metal, so that's on you to check before you purchase.

Pretty standard for Europe. Also Westjet makes this pretty clear on their site: “Premium seat blockers are used in the first three rows of all Boeing 737 aircraft models.”

This is what I would expect in Europe for a not long haul business / first class...definitely recommend doing the quick google search on the plane type / carrier to verify what you’re getting before purchase!
Why is everyone beating up on OP? The average leisure traveler might have done the same thing. I travel plenty, but had no idea this was a known thing until I saw this thread.
Assuming I paid extra for “first class” — I might also say something.
