Look internally. You’ve reached cap for your position so look at the position above you or move to a different department. Also salary isn’t everything so consider all of the other benefits before leaving. Maybe you could ask for more responsibility to lead an initiative that can bump your pay?
If you're already being paid more than everywhere else in your area...be grateful? That's pretty cool and you need a perspective change. The only other way to change how much you make is to change what you do. Unless you want to go back to school to become a nurse or lawyer, maybe you can ask for a cost of living raise in the future if inflation hits hard again but otherwise...what are you looking for?
Ask for your raise. If you’re too valuable to loose, you will have your raise.
Salary ranges should be adjusted based on col and inflation on a regular basis. Check if your company adjusts the ranges. I know there was a guy at the top of his range but he would get a raise to stay at the top of the range.
I can see the issue of hitting the cap, but they should at least be accounting for inflation increases.
Ask for an annual lump sum payment in lieu of an increase. Caps are caps and they need to be maintained for internal equity. But at the same time, no annual increase and increased COLA ends op being a decrease in relative comp. Inquire about a lump sum payment. It won’t bump up benefits based on pay, but it’s something.
If they don’t give you a raise, they should at least give you a decent bonus

HR can pay you more if you get a new job title. You should probably go up to a Senior Legal Administrative Assistant at least. The next level is Law Firm Administrator.
