This is surprising to hear as we are hiring a lot of automation engineers (both SS and SSS levels). Automation is definitely the way to go if you want to stay on the tech side. You’ll easily find support in the center. Although, you mentioned no coding experience, what tools have you been using for automation then?
If you don’t want to stay tech, you’ll have to look at other areas - specifically leading QA teams on strategy and delivery. Talk to your coach, and also your current manager. Tell them your promotion aspirations, and ask them how they can support it and what role would they need you to perform for it.
Simply saying they don’t support you for a promotion is not enough, they need to help explain why. The feedback needs to be constructive and help you push forward.
Once they said they will support next year but by that time the project was over. Another project went to offshore team. I have automation experience in UI Path, Qualatia etc with basic level of programming as a QA. Would it be possible that I can move to the project that's hiring SSS?

u can move into functional area. BA , SBA or even Product management
If you have automation experience(programming), I would suggest moving to Salesforce and later transition to a SF developer.

success as a SF developer is pretty difficult without coding background & hands on experience on related web technology ( JavaScript etc). admin , BA can be done though
