New holly is very safe. I’d highly recommend you move there.
I would say they’re very similar. You don’t want to live right off of MLK or Rainier, very busy streets in Seattle. For that reason alone, I’d try and find something in New Holly further away from MLK. If you can afford Columbia City it’s worth it, much more walkable to a lot of great restaurants and to Seward Park, which is one the best parks for walking in the city.
Is the area safe? Reasonably clean and maintained?
I’m moving soon from the east coast and am trying to figure out which neighborhoods would be a good fit. Rental budget is $3000-$3500 for ~3 bedroom townhouse/house, ideally with a garage and a small outdoor space.
Any other area recommendations?
There’s crime everywhere in Seattle, just like other cities. The further out you go from the Seattle core, either south or north the cheaper it will be to rent and buy. I hate to say this, but I think it’s going to be challenging to find a three bedroom house with a garage and yard for $3500, but I’ve owned for over 20 years and have no idea what houses are renting for in 2023.
Based on what I’m seeing a yard isn’t going to happen, but a small patio may be possible.

I would NOT live there. We looked over that way and it’s just not safe to walk around. I’m married, no children, female. I would not feel safe going for a run or going into town; even in Columbia city. You make one wrong turn and it changes rapidly. Seward is nice but all the homes where you want to be are so loud due to the major road noise. Best of luck!
