I'd say both. People want to know why you're interested, what transferable skills you have, and how your past projects aligns, and you have to demonstrate ROI/impact. As long as you've communicated all those things by the end of the interview in a clear, succinct way, you'll be fine.
Good luck! And keep applying; it's not over until you start the new job.
Where do you have an interview with?
I think to the uninitiated, “Tax” seems somewhat narrow, so demonstrating breadth, flexibility, and the connections from what you did to what you would be doing are key. Will depend on the consulting practice, or course, but demonstrating your understanding of strategic business issues, and how whatever you were doing in tax was part of a bigger picture in driving performance should help.

I think you’re over complicating this. To your sample interview question:
- understand the knowns & unknowns
- understand the gaps
- prioritize which gaps in knowledge are critical to solving the problem
-figure out what you need to do to close those gaps (I.e what stakeholders do you need to talk to, who are the experts, research)
- use the answers to your gaps in knowledge to inform a broader perspective and answer to the original question.
