Working on certs, no degree - Basically I’m looking for recommendations in the Civil Service or government field for IT jobs. My current job has be doing everything from ordering, installing, and imaging computers, to video surveillance installation, to security systems, and managing our networks at local stores. I'm a relatively junior data engineer (2yoe), the only other engineer (senior) that trained me left about a 6 months ago and I negotiated a nice raise for the extra responsibilities.

My performance reviews have been stellar, but my manager is starting to look to hire a senior to help me deliver projects as we do lack capacity right now.

I feel like I might be missing an opportunity to ask for a promotion and hire a junior instead.

Any opinions/tips?
