Given the sub-par raises recently and assuming you're in the first 1-3 years at level, does it not make sense to just not comply, eat the in-line rating, and save the cash? For rent paid below 1 lakh there is no need to submit landlord's PAN. I have calculated based on my HRA and if I show rent paid as around 96k my tax refund will be around 13k.
