We know the job market. And if I see somebody popping up multiple times, if I even recognize them, I just assume they really want to find something, not anything bad or negative about them as a person or an employee. Especially if they are applying for similar jobs, not just anything and everything.

Not a recruiter but as someone that has done that before and given the market, I think it’s understandable. And I’ve gotten a call back for one position but not the other. Sometimes your skill sets can be valuable on different teams so it’s completely valid!
I’ve applied to multiple roles at the same insurer and still gotten interviews. I made sure my applications were spaced out and that my cover notes explained why each role was a fit. From what I can tell, recruiters seem to care more about intent than the number of applications.
Our applicant tracking software shows when applicants apply more than once for the same position. When an applicant is not interviewed, hired, etc. I have to put in a reason code for the issue of not moving them forward. Some of those reasons are their work history, they did not respond to phone calls, lack of skills. Along with those I send an email stating why. However, there are many applicants that will apply with us on Indeed, Ziprecruiter, and LinkedIn not realizing they applied for the same position. I have also had applicants turn down the position due to pay or some other reason and turn around to apply again 2 weeks later. I know some people are just applying and not paying attention to who they have applied with or what position.
