I think this is OP's situation - OP did not want to go through the H1B process over and over, so decided to transfer to an international office and transfer back to the US after a stint. This would allow OP to get a greencard faster as a multinational manager. But when OP went to the international office, he/she couldn't return to the US office because said partner blocked the move. So OP moved to another firm just to get back to the US.

How - completed my projects and to avoid the pain to go through the visa process every two years decided to go back to my home country where I was promised a level up as well
Moved to a different firm to get back to US as the firm did not deliver on their promises of growth and promotion and I trusted people's word over getting things in writing
So what's the question?
The question is the partner is blocking move back to the firm even though a lot of people are supporting it and know that I can add value

You haven't given details. I saw similar situation- manager left the project days before the go live, having given two weeks notice and no time to replace. Cost the project and the team hugely. No way I wanted that person back.
